Mad cow case traced to Texas

WASHINGTON — The second case of mad cow disease in the United States was a cow born, raised and slaughtered in Texas, Agriculture Department officials said Wednesday.
The department's chief veterinarian, John Clifford, said the 12-year-old cow was killed last November at a Waco pet food plant after it was determined to be unfit for human consumption because it couldn't stand on its own feet.
